Character creation rules

120 starting character build points - i am not allowing races out of the web enhancment - i will allow edges and flaws from it but you must run them by me first - i am using surge from the year of the comet shadowrun book - it costs 5 bp (build points) to be able to pick and chose surge powers as long as you balance them out  or it costs no bp to just roll on the table you can get up to three rolls on the table - starting item availability is limited to 8 - i am not allowing the rule that lets you reduce the availability by raising the price.
